The Action Plan to Rebuild New Orleans for the Bring New Orleans Back Commission (BNOBC) was created in a 10-week period immediately following the devastation of Hurricanes Katrina and Rita. Working with hundreds of citizens, WRT developed a vision, design guidelines, and a neighborhood-based planning process addressing land use, density, infrastructure, sustainability, historic preservation, housing, urban structure and community design to steer recovery. The Action Plan established a city-wide framework for safety (storm and flood protection), access and connection (transit and transportation), and nature (parks and open space).
