In 2005, Hurricane Katrina massively impacted the City of Biloxi, destroying over 20% of its homes and businesses. The city, community groups, and residents immediately began planning and rebuilding for a stronger future. WRT was retained by the city to prepare a new comprehensive plan to guide recovery efforts and beyond. WRT worked with the community to define a vision and strategic action plan to achieve a more sustainable future for Biloxi. Priorities addressed by the plan included rebuilding and creating more resilient neighborhoods; preserving and restoring historic and cultural resources; and managing growth to the north away from vulnerable coastal areas. The plan recommends a "multiple lines of defense strategy," incorporating preservation and restoration of open space, floodplain, and natural resources to reduce vulnerability to future storms. It also encourages sustainable land development practices to increase energy efficiency and reduce environmental impacts and resource consumption.
