WRT was the lead consultant for the update to Lancaster County's nationally recognized Growth Management Plan. The update had three primary areas of focus: a strategy to revitalize core urban areas and improve development patterns in Designated Growth Areas; a strategy to sustain rural areas and the viability of the agricultural industry; and a "Smart Growth Toolbox" of regulatory, capital investment, and other tools that municipalities and the county can use to implement the plan.
