Omaha by Design is a comprehensive urban design plan for the entire city of Omaha. The plan is organized around three themes: Green Omaha, Civic Omaha, and Neighborhood Omaha. The green section of the plan proposes restoring Omaha's natural setting of hills, valleys, and streams. The Civic section proposes design guidelines for major commercial corridors and areas of the greatest importance for the public realm. The neighborhood section creates planning districts with policies for restoring older neighborhoods, enhancing more recent development, and adding guidelines to give new development a neighborhood structure.
