WRT led the preparation of the Destination 2025 Comprehensive Plan for Portsmouth, a historic waterfront city located in Virginia's Hampton Roads region. The process began with a vision statement defining Portsmouth's strategic position in the region and articulating citizen aspirations to "raise the bar" for quality of life, community character, and economic prosperity. Policies and action strategies were developed to address priority issues, including education, economic development, and neighborhood revitalization. Following plan adoption, WRT was retained as lead planner and urban designer for several implementation initiatives.
