Portsmouth Master Transportation Plan

Following WRT's preparation of the award-winning Destination Portsmouth Comprehensive Plan, the City of Portsmouth retained the firm to lead the development of its first Master Transportation Plan (MTP). Because of Portsmouth's position as a historic maritime center and global port city at the heart of the Hampton Roads region, the MTP addresses all modes of transportation, from freight movement via ship, rail and truck to automobiles, transit, bicycles, and pedestrian movement. The prioritized transportation system plan is designed to achieve the city's goals for coordination with land use, walkability, economic development, and sense of place. The plan framework is organized around a system of multi-modal corridors and standards for "complete streets" that accommodate all travel modes. As of May 2010 (only four months after adoption), the MTP had already been used to secure over $6 million in funding, with an additional $5.4 million in grant applications pending.
