Working closely with a steering committee composed of key county, economic development, municipal, and transportation leaders, WRT identified three pilot TOD project sites. Selection criteria included land availability, environmental suitability, market potential, transit ridership, and institutional support. The final product elicited a master plan for each TOD site to guide both public and private investment. The plans provided site-specific programs of short- and long-term access and transit improvements, pedestrian and roadway improvements, urban design guidelines, land use and program recommendations, and zoning and other implementation requirements including administrative and environmental clearances.
